He was son of R&#257m Si&#7749gh, of Bher&#257, who was the first one in the family to take the vows of Gur&#363 Gobind Si&#7749gh's <i>amrita</i>, and who entered the service of the Sukkarchakk&#299&#257 <i>misl</i> under Cha&#7771hat Si&#7749gh as a trooper. After the death of his father, Hukm&#257 Si&#7749gh was admitted into Ra&#7751j&#299t Si&#7749gh's army and took part in the Kas&#363r expedition of 1807. He soon won the favour of the Mah&#257r&#257j&#257 by his valour particularly in the reduction of the Kanhaiy&#257 citadel of Path&#257nko&#7789 in 1808, and in the seizure of Si&#257lko&#7789 the same year from Sard&#257r J&#299van Si&#7749gh. The energy and alacrity of Hukm&#257 Si&#7749gh won from the Mah&#257r&#257j&#257 the affectionate epithet of Chimn&#299. "Chimn&#257" in Punjabi signifies both a man of small stature and a little bird, swift and strong of wing. The nickname fitted Hukm&#257 Si&#7749gh, who was short of stature, but very virile and active. Hukm&#257 Si&#7749gh was created a <i>sard&#257r</i> and was made the governor of R&#257mnagar on a salary of Rs 2,000 per month. He also became the controller of customs and salt mine duties. He was assigned a <i>j&#257g&#299r</i> worth 60,000 rupees annually.</p> <p class="C1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Hukm&#257 Si&#7749gh took part in the battle of Haidr&#363, 8 km from the Fort of Attock, in 1813, under D&#299w&#257n Mohkam Chand, when the Sikhs defeated the K&#257bul Waz&#299r, Fateh <u>Kh</u>&#257n. As Y&#257r Muhammad <u>Kh</u>&#257n, the Af<u>gh</u>&#257n governor of Pesh&#257war, made an attempt to reoccupy Attock, Hukm&#257 Si&#7749gh drove the Af<u>gh</u>&#257n army from the fortress and plundered the retreating host.</p> <p class="C1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; In 1818, Mah&#257r&#257j&#257 Ra&#7751j&#299t Si&#7749gh appointed Hukm&#257 Si&#7749gh as the governor of A&#7789&#7789ock and Haz&#257r&#257. Hukm&#257 Si&#7749gh was primarily a soldier, and there were few of the Mah&#257r&#257j&#257's campaigns in which he did not participate.
