He was one of the twenty-two <i>s&#363b&#257s</i>, i.e. governors or deputies, appointed in different parts by the N&#257mdh&#257r&#299 hierarchy. In 1869, H&#299r&#257 Si&#7749gh led a deputation of the K&#363k&#257s to Mah&#257r&#257j&#257 Ra&#7751b&#299r Si&#7749gh of Kashm&#299r who, at their request, agreed to raise a K&#363k&#257 regiment to which about 150 men were recruited. The regiment was, however, disbanded after two years under pressure of the British government. H&#299r&#257 Si&#7749gh was arrested along with B&#257b&#257 R&#257m Si&#7749gh at Bh&#257i&#7751&#299 S&#257hib in 1872 after the M&#257lerko&#7789l&#257 incidents. Set at liberty, he visited Rangoon in August 1880, to see B&#257b&#257 R&#257m Si&#7749gh then under detention there.
