When the <u>Kh</u>&#257ls&#257 D&#299w&#257n was reorganized in 1883, Bh&#257&#299 Ganesh&#257 Si&#7749gh was named one of the two chief secretaries, the second being the better known Bh&#257&#299 Gurmukh Si&#7749gh. With the split in the <u>Kh</u>&#257ls&#257 D&#299w&#257n in 1885, whereas Bh&#257&#299 Gurmukh Si&#7749gh left to establish a separate body at Lahore, Bh&#257&#299 Ganesh&#257 Si&#7749gh continued as chief secretary of the Amritsar D&#299w&#257n. The constitution, adopted by this D&#299w&#257n at its D&#299v&#257l&#299 session of 1887, provided for two houses --- Mah&#257n Kha&#7751&#7693, the upper section comprising Sikh aristrocracy, and Sam&#257n Kha&#7751&#7693, the lower section, representing the common people. Bh&#257&#299 Ganesh&#257 Si&#7749gh was nominated secretary of the Sam&#257n Kha&#7751&#7693 as well as of the executive committee appointed to carry out official business subject to "confirmation of its proceedings by the Mah&#257n Kha&#7751&#7693 as and when it met." Bh&#257&#299 Ganesh&#257 Si&#7749gh, however, soon resigned, probably for health reasons.
