He was the son of Faujd&#257r Si&#7749gh, a Khatr&#299 of Ba&#7789&#257l&#257, in Gurd&#257spur district. He was first employed as a Sard&#257r in Kashm&#299r irregular force and served in that capacity for seventeen years. In 1880, he took service with R&#257j&#257 Mot&#299 Si&#7749gh of Pu&#7751chh and stayed with him for two years. Leaving his family at Ko&#7789h&#299 in Jamm&#363, Buddh Si&#7749gh then moved to Nepal where he was employed as a captain in K&#257l&#299 Bah&#257dur regiment. He met &#7788h&#257kur Si&#7749gh Sandh&#257&#7749v&#257l&#299&#257 at Pa&#7789n&#257 while on leave from Nepal. &#7788h&#257kur Si&#7749gh sought Buddh Si&#7749gh's assistance to further the cause of Mah&#257r&#257j&#257 Duleep Si&#7749gh and to secure for himself entry into Nepal. Buddh Si&#7749gh was at Amritsar when &#7788h&#257kur Si&#7749gh left for Pondicherry, where he became prime minister to Mah&#257r&#257j&#257 Duleep Si&#7749gh's emigre government. He stayed at &#7788h&#257kur Si&#7749gh's <i>havel&#299</i> from where he distributed &#7788h&#257kur Si&#7749gh's letters and messages to his friends. Buddh Si&#7749gh was arrested in November 1887 and detained in the Chun&#257r Fort.
