Nothing is known about his early life except that his parents were Sahajdh&#257r&#299 Sikhs and that he was in government service when he came in 1940 to the Punjab on a pilgrimage visiting Sikh places of worship and saw Sant Gurmukh Si&#7749gh of Pa&#7789i&#257l&#257, then engaged in massive works of <i>sev&#257</i> reconstructing the shrines and sacred pools at Kha&#7693&#363r S&#257hib and Goindv&#257l. Bishan Si&#7749gh was so impressed by the piousness, humility and devotion of Sant Gurmukh Si&#7749gh and of the large number of Sikhs volunteering their labour that he resigned his post in the government, gave away his personal belongings and joined the holy company. He worked day and night like others, digging and carrying loads on his head. This inspired spell was interrupted by the death on 30 November 1947 of Sant Gurmukh Si&#7749gh. In a state of shock Bishan Si&#7749gh retired to Sr&#299 Abchalnagar, sacred to Gur&#363 Gobind Si&#7749gh, where he remained in solitary meditation for more than five years. Returning to the Punjab, he took to his task with his old zest. Among the works undertaken were the beautification of the B&#257ol&#299 S&#257hib at Goindv&#257l and completion of Gurdw&#257r&#257 Qatalga&#7771h at Chamkaur S&#257hib. The last major project he was associated with was the construction of a spacious <i>d&#299v&#257n</i> or congregation hall, at Gurdw&#257r&#257 M&#257&#7749j&#299 S&#257hib, within the precincts of the Darb&#257r S&#257hib at Amritsar. He was one of the Pañj Pi&#257re who performed its foundation laying ceremony on 13 November 1969, which marked the 500th birth anniversary of Gur&#363 N&#257nak, but did not live to see it completed.
